It could be off-putting. But there is a 'reject call' option, and even in the event that you don't have that option on your phone, the most you need say is "I'm sorry, this is really not a good moment - I'll call you back in five minutes, good-bye." Holding an actual conversation is appalling. Some people have no grasp of the appropriate (I include in this group, those people who follow you into the bathroom to continue the conversation through the stall door.) Freaks.
